In pve, Is it working on ANY monsters or it's like in pvp(can't be below 60AL) ?

Cracked Armor gives a -20 armor penalty, and their armor can't go below 60 armor because of this.

I'm not sure about the monster level/armor correlations. Like if they're lvl 28 if they have higher armor or something.

But for war/para/ranger/sin/derv monsters, yes it'd be effective.

On level 20 monsters, cracked armor is only useful on paras, sins, wars, rangers and dervs.

BUT on monsters OVER 20, cracked armor takes affect regardless of profession.

At least that's what my testing shows.

yes it works the same (it will reduce armour, but not below 60al)

now ya jus need to kno how much al, enemy monsters have:

Creature armor rating

Creatures onther than player characters have their basic armor rating decided by their level and profession. This may be tweaked in one way or another (like Wurms having very high armor) or changed vs certain types of damage (such as a lower armor level vs fire damage).

The basic formula is: 3 * creature level+armor class bonus

Armor class bonus is 20 for metal class (Warrior and Paragon), 10 for leather class (Ranger, Assassin and Dervish1), and nothing for casters.
1. These might not follow this formula, and instead use a formual that gives them 3 less armor rating at level 1.

For example, a level 24 Margonite Cleric will have 72 base AL.

Not common in PvE, but it also works on Mesmers using Physical/Elemental Resistance, Elems using Armor of Earth, Kinetic Armor, etc., and Ritualist with weapon/item spells like Resilient Weapon.

The -20 armor will lower the bonus they get from those skills.

They have below 60 armor, so Cracked Armor is mostly useless on them.
